Windows CE Embedded Visual Tools 3.0 (kostenlos)
states "Free" so maybe there wasn't a German version and it also states the name in English too.

4.7.2002 HW-SW Entwurf: Windows CE 3
Geschichte / Versionen
• Windows CE 1.0 - 1996
– Englisch, s-w-Display
• Windows CE 2.0 - 1997
– auch Deutsch, Farb Displays
has the "Deutsch" that was presumably introduced in Windows CE 2.0.
I think Windows CE / eMbedded Visual Tools supports various Latin characters
(internally UNICODE?
), unlike Shift JIS
(more specifically MS932
) required for Japanese, so maybe German developers developed with English version?
Maybe some of the German users here will have more accurate information.
